Located in Portland, Oregon, MOHRWATER LEGAL serves a broad client base in matters ranging from purchasing, permitting and perfecting surface and groundwater rights to advising on issues of environmental compliance involving activities that include discharge of industrial wastewater (IWW) to jursidictional waters or re-use of such IWW, all of which is generated by its commercial, industrial, and municipal clients.
Our firm also has advised investment portfolios that have pursued long and short term strategies involving the acquisition and sale of strategically located water rights, and funding, development and sale of strategically located environmental mitigation assets.
To date, our depth of experience in water use related matters has led our firm to advise an ever increasing number of business, energy, and municipal clients throughout different areas of the western United States. More recently, we have also begun advising on matters to provide bulk “Gap Water” to facilitate the construction and commissioning of hydro power infrastructure within the U.S. and green tech manufacturing facilities in certain areas of Central and South America. Within the affected areas of Latin America, our clients’ goals are to facilitate the developmnt of more stable groundwater management practices for the benefit of both public health and the regional economies.

Meet attorney Peter D. Mohr
Peter Mohr is the owner and managing attorney of MOHRWATER LEGAL, P.C. Peter’s practic primaily focuses on (western) water law and water related environmental matters which include assisting clients with compliance and permitting issues relating to water appropriation, change of use regulations, federal and state in-water work permitting, and water quality issues associated with the discharge of industrial wastewater. He has also worked with water supply issues related to land use and associated water permitting approvals for real property development involving agricultural, residential, commercial, industrial, and municipal projects.
Experienced in addressing the needs of both public and private sector interests, Peter is skilled not only in developing procurement and utilization strategies for satisfying future water needs, but also in creating and maximizing re-use opportunities for clients that produce industrial wastewater.
On the resource development side, Peter advises and represents clients in (1) negotiating water rights purchase and sale, lease, and mitigation agreements, (2) obtaining new water rights and protecting clients’ existing water rights, both processes of which may be resolved through regulatory litigation, (3) creating and obtaining state approval of water supply mitigation plans which he often can both create and obtain approval of beyond the scope of the traditional permitting process, (4) protecting already existing water rights once acquired via litigation if necessary, and (5) resolving water right title disputes, again via the initiation of litigation if necessary.
On the discharge/industrial waste side, Peter has had extensive experience in maximing the benefits associated with applying industrial wastewater (IWW) to subsquent beneficial use. Much of his background in the space has involved the re-use of IWW that, when discharged to a mixing zone of raw water is readily applicable for commercial irrigation purposes which not only enhances the utility of the water supply, but also also provides his industrial clients an additional revenue stream.
